Why the EU Has Its Own SDS Standards (REACH and CLP)
The EU's hazard communication framework rests on two regulations. REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals, Regulation (EC) No 1907/2006) sets out SDS content requirements in Annex II. CLP (Classification, Labelling and Packaging, Regulation (EC) No 1272/2008) governs how products are classified and labelled, and it is the EU's implementation of the Globally Harmonized System (GHS).
Together, REACH and CLP set a more prescriptive standard than US OSHA HazCom, with stricter rules on content, classification, and language. A US sheet does not automatically pass in the EU, and post-Brexit, even a UK sheet may need rework to satisfy EU rules.
What Changed: The 2020/878 Format
REACH Annex II was updated by Commission Regulation (EU) 2020/878, which became mandatory for all EU Safety Data Sheets from 1 January 2023. The amendment changed several content requirements, including endocrine-disruptor information, nanoform identification, and specific concentration limits, alongside refinements to Section 9, Section 11, and other sections.
In practice, that means an EU SDS dated before 2023 is likely out of date, and any new SDS for the EU market must be authored to the current 2020/878 format. The Language Requirement: SDS in Each EU Member State Language
This is the requirement that surprises sellers. Under REACH, an SDS for a hazardous product must be provided in the official language of each EU member state where the product is placed on the market. Selling into Germany? You need a German SDS. France? French. Spain, Italy, the Netherlands, Poland? Each in its own language.

Do I need an EU-specific SDS to sell on Amazon EU marketplaces?
Yes. Amazon EU marketplaces and EU customers expect documentation that meets REACH and CLP requirements, not a US, UK, or Australian sheet. The 16-section format is shared globally, but the classification rules, content elements, and language requirements differ enough that a non-EU SDS will read as non-compliant.
What is the 2020/878 format and is my SDS up to date?
Commission Regulation (EU) 2020/878 is the current amendment to Annex II of REACH that sets the format and content of EU SDS. It has been mandatory since 1 January 2023. Any EU SDS prepared before that date is likely on the older format and should be updated, both for compliance and to avoid challenges from customers, regulators, and freight handlers.
Why does my EU SDS need to be in multiple languages?
REACH requires that an SDS be supplied in the official language of each EU member state where the product is placed on the market. If you sell into Germany, France, Italy, Spain, and the Netherlands, you need German, French, Italian, Spanish, and Dutch versions. A single English SDS will not satisfy compliance outside of the EU's English-speaking jurisdictions.
Is my UK SDS valid in the EU after Brexit?
Not automatically. After Brexit, the UK adopted its own UK REACH and UK CLP, which have started to diverge from the EU framework. A UK-authored SDS may need rework to satisfy current EU rules, including the 2020/878 format and language requirements.
