Did Amazon flag your hand sanitizer, sunscreen, pain-relief topical, or other OTC product as hazmat and ask for a Safety Data Sheet? You have 14 business days to provide one, and it has to be accurate, current, and matched to your listing. Our Topical & OTC Product SDS service delivers a compliant 16-section Safety Data Sheet built specifically for OTC drugs and topical products, with the correct classification for the active ingredients and formulation you actually sell, so you stay listed and shipping.

Why Amazon Flags Topical and OTC Products as Hazmat

OTC drugs and topicals are not flagged because they are drugs, they are flagged because of how the formulation behaves. Most topical and OTC products land in Amazon's Dangerous Goods program for one of three reasons:

  • Flammable carrier. Hand sanitizers, antiseptic sprays, and many cosmetic-adjacent OTC products are alcohol-based (ethanol or isopropanol at 60% or higher) and classify as flammable liquids under GHS, Category 2 or 3.
  • Hazardous active ingredient. Several OTC actives carry real classification weight: benzoyl peroxide is an organic peroxide and oxidiser, salicylic acid is a skin and eye irritant, capsaicin is a respiratory and eye irritant, lidocaine and similar anaesthetics have acute-toxicity considerations, and some sunscreen actives have aquatic-toxicity concerns.
  • Aerosol format. Aerosol sunscreens, antiseptic sprays, and topical pain sprays are pressurized and use flammable propellants, classifying as aerosols (typically Category 1 or 2) and shipping as UN1950.

The point of the SDS is to communicate those properties accurately, so Amazon's hazmat team, your freight handler, and your workplace customers all see the same honest picture of what is in the bottle.

Examples of Topical / OTC Products That Typically Need an SDS

  • Hand sanitizers and antibacterial gels, especially those at 60%+ alcohol (the FDA-recommended efficacy threshold).

  • Sunscreens, both lotion and aerosol formats, with chemical or mineral actives.

  • Acne treatments containing benzoyl peroxide, salicylic acid, or adapalene.

  • Topical pain relief: menthol-, methyl-salicylate-, lidocaine-, or capsaicin-based creams, gels, and sprays.

  • Antifungal creams and sprays (clotrimazole, miconazole, terbinafine, tolnaftate).

  • Antiseptics and first-aid sprays, including alcohol-, iodine-, and chlorhexidine-based formulas.

  • Anti-dandruff and medicated shampoos (selenium sulfide, ketoconazole, zinc pyrithione, coal tar).

  • Hydrocortisone and other anti-itch products.

  • Wart and corn removers (concentrated salicylic acid).

What We Classify Accurately

A reliable Topical / OTC SDS gets the chemistry right, not just the format. We look at:

  • The active ingredient(s) and their individual hazard profiles.
  • The carrier system, alcohol, oil, water, or gel, and its flammability or aspiration profile.
  • Aerosol category (1, 2, or 3) where the format is pressurized.
  • Skin and eye irritation from actives, surfactants, and preservatives.
  • Skin sensitisation from fragrance allergens, essential oils, or known sensitiser actives.
  • Acute toxicity for actives with oral or dermal toxicity concerns.
  • Aquatic toxicity for ingredients that enter wastewater.
  • Oxidiser or organic-peroxide classification where benzoyl peroxide or similar actives are present.

Important: SDS Is Not FDA OTC Compliance

This is the boundary that catches a lot of OTC sellers off guard. A Safety Data Sheet is not a substitute for FDA OTC drug regulation. If you sell an OTC product in the US, you also need to comply with the relevant FDA monograph (which defines the allowed active ingredients, concentrations, and label claims), use the standard Drug Facts labeling format, register your facility with the FDA where applicable, and obtain an NDC (National Drug Code) for your product. None of that is done by an SDS, and we do not produce monograph compliance, Drug Facts labels, or FDA registrations.

What we do produce is the hazard-communication document Amazon, freight, and workplace customers ask for. The SDS sits alongside your FDA compliance, not in place of it. If you don't yet have OTC monograph compliance sorted, get that handled separately, the SDS is still essential, but it solves a different problem.

What You Get

  • A complete, 16-section Safety Data Sheet authored to the regulations of the market you sell into (US OSHA HazCom 2024, EU REACH/CLP, UK, Canada, or Australia).

  • Accurate hazard classification for your specific actives, concentrations, and format.

  • Your product and brand name matched to your Amazon listing.

  • A clean, print-ready PDF, ready to upload to Amazon Seller Central or share with freight handlers.

  • Standard, fast, or 24-hour priority turnaround.

Who It's For

Sellers and brands with OTC products on Amazon, hand-sanitizer brands, sunscreen and SPF lines, acne and skincare-adjacent OTC products, topical pain-relief and sports-recovery brands, antifungal and antiseptic lines, and private-label sellers who have just received a Dangerous Goods request and need a compliant SDS fast.

How It Works

  1. Place your order and send us your product details, active ingredient(s), full formulation, and format.

  2. We classify the hazards under the rules of your target market and author your SDS.

  3. You receive a print-ready PDF, matched to your listing and ready to upload to Amazon.

Amazon asking for an SDS in 14 business days? Choose the 24-hour priority turnaround and we will have your Topical / OTC SDS in your hands the next business day, classified correctly the first time, so the listing doesn't stay suppressed.

Frequently Asked Questions

Does my hand sanitizer need an SDS to sell on Amazon?

Almost always yes. Hand sanitizers at the FDA-recommended 60%+ ethanol (or isopropanol) classify as flammable liquids under GHS, typically Category 2. Amazon's Dangerous Goods program treats them as hazmat by default, and you'll be asked for an SDS as a matter of course rather than as an exception.

Does my sunscreen need an SDS?

Lotion sunscreens may or may not be flagged depending on actives and aquatic-toxicity considerations; aerosol sunscreens are almost always flagged because of propellants and packaging. Either way, an SDS is required for sale into US workplaces and freight handling regardless of Amazon's review, so it's worth having ready before you list.

Is the SDS the same as FDA OTC drug compliance?

No. The SDS is a hazard-communication document for storage, shipping, and workplace handling. FDA OTC compliance covers the regulatory side of selling a drug, monograph adherence, Drug Facts labeling, NDC, facility registration. The two documents serve different purposes and you need both for a fully compliant OTC product on Amazon.

Can the same SDS work for multiple OTC products in my range?

Generally no, unless the formulations are genuinely identical. A lotion and an aerosol of "the same" product will need separate SDS because the format alone changes the classification. Different actives, different concentrations, and different carriers each affect the hazard profile, so each SKU typically needs its own sheet.

Do you also cover EU, UK, Canada, and Australia?

Yes. Tell us which markets you sell into and we will author for each one, US OSHA HazCom 2024, EU REACH/CLP, UK REACH and GB CLP, Canada's Amended HPR (WHMIS), or Australia's WHS Regulations. Our Multi-Region SDS Package covers several markets in a single order.

Add the Topical & OTC Product SDS to your cart and choose your turnaround, or contact us with your product details, we'll classify the hazards, including the unusual ones, and transport designation correctly and have your SDS ready for Amazon review and freight booking.
