Why Amazon Flags Topical and OTC Products as Hazmat

OTC drugs and topicals are not flagged because they are drugs, they are flagged because of how the formulation behaves. Most topical and OTC products land in Amazon's Dangerous Goods program for one of three reasons:

Generally no, unless the formulations are genuinely identical. A lotion and an aerosol of "the same" product will need separate SDS because the format alone changes the classification.
