Why Amazon Flags Topical and OTC Products as Hazmat
OTC drugs and topicals are not flagged because they are drugs, they are flagged because of how the formulation behaves. Most topical and OTC products land in Amazon's Dangerous Goods program for one of three reasons:
- Flammable carrier. Hand sanitizers, antiseptic sprays, and many cosmetic-adjacent OTC products are alcohol-based (ethanol or isopropanol at 60% or higher) and classify as flammable liquids under GHS, Category 2 or 3.
- Hazardous active ingredient. Several OTC actives carry real classification weight: benzoyl peroxide is an organic peroxide and oxidiser, salicylic acid is a skin and eye irritant, capsaicin is a respiratory and eye irritant, lidocaine and similar anaesthetics have acute-toxicity considerations, and some sunscreen actives have aquatic-toxicity concerns.
- Aerosol format. Aerosol sunscreens, antiseptic sprays, and topical pain sprays are pressurized and use flammable propellants, classifying as aerosols (typically Category 1 or 2) and shipping as UN1950.

Important: SDS Is Not FDA OTC Compliance

If you sell an OTC product in the US, you also need to comply with the relevant FDA monograph (which defines the allowed active ingredients, concentrations, and label claims), use the standard Drug Facts labeling format, register your facility with the FDA where applicable, and obtain an NDC (National Drug Code) for your product. None of that is done by an SDS, and we do not produce monograph compliance, Drug Facts labels, or FDA registrations.

Does my hand sanitizer need an SDS to sell on Amazon?
Almost always yes. Hand sanitizers at the FDA-recommended 60%+ ethanol (or isopropanol) classify as flammable liquids under GHS, typically Category 2. Amazon's Dangerous Goods program treats them as hazmat by default, and you'll be asked for an SDS as a matter of course rather than as an exception.
Does my sunscreen need an SDS?

Either way, an SDS is required for sale into US workplaces and freight handling regardless of Amazon's review, so it's worth having ready before you list.
Is the SDS the same as FDA OTC drug compliance?
No. The SDS is a hazard-communication document for storage, shipping, and workplace handling. FDA OTC compliance covers the regulatory side of selling a drug, monograph adherence, Drug Facts labeling, NDC, facility registration. The two documents serve different purposes and you need both for a fully compliant OTC product on Amazon.
Can the same SDS work for multiple OTC products in my range?
Generally no, unless the formulations are genuinely identical. A lotion and an aerosol of "the same" product will need separate SDS because the format alone changes the classification. Different actives, different concentrations, and different carriers each affect the hazard profile, so each SKU typically needs its own sheet.

Regulations & Compliance Standards
The backbone of SDS compliance worldwide is the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) — a framework developed by the United Nations. The GHS is not international law; each country chooses to adopt some or all of its provisions, which is why an SDS that's compliant in one market may not be compliant in another.
